It's a meaningless catchphrase introduced to the show to satirise the memetic uptake of catchphrases used by lowest-common-denominator type shows. Similar to "I didn't do it" on the Simpsons or "Are you having a laugh?" from Extras. However what happened in this case is that the satirisation, while pretty blatantly obvious, was still too subtle for Rick and Morty's audience, being that they're complete plebby plebs. So they took it and ran with it in exactly the way an audience of the type of show the joke is mocking would be expected to take it.
