I think you've put your finger on the problem. The basis of American greatness is English common law tradition. Spanish America pretty much had hyperattenuated medieval caste structure devolving into might making right. Hispanics who make it to an area with English conmon law tradition, property rights, not needing to be a Patrone to be a somebody, and so on, are consistently successful; the same people in the Spanish area are poor excepting antimeritocratic connections. We must push Mexicans to learn about English common law tradition.

The problem is that most politicians have connections with these drug cartels, there are well known cases of governors talking or making deals with these guys.
However, I think the drug cartels would simply start kidnapping more people and get in the business of selling people/organs.
