I'm not sure if I should buy the B360 aorus gaming wifi or z390 aorus master

Save some money and go with a 3rd gen Ryzen 7 CPU. There's also not going to be much difference using 16 gb of ram as opposed to the 32 gb you have specced. Instead of the 1660 Ti, go with a 1660 Super for the GDDR6 memory which provides better real world performance and for less money.
My old gaming rig is an i7-4770 (4 cores, 8 threads, 3.4-3.9 ghz) with a GTX 970 4 gb and 8 gb ram running Window 7. That POS can still pull 50-60 fps in a lot of games on medium settings.

He's not wrong way more cpu then you need for that gpu. You should be able to balance it out with a Ryzen and better gpu.

In theory yes, but you would have to run like 8 demanding applications. Get a 6 core ryzen, and get a better gpu. its the most inportant component when gaming
get a 3900x ryzen, they're super fast and sexy, just make sure you pair with the correct ram, they can be picky

First of all the 9900k isn't made for gaming, if you insist on getting intel get a 9700k or 8700k.same performance but cheaper. Anyone who says the 9900k is the best for gaming is lying.
Second, the 1660 ti fucking sucks.
Get a 2070 or equivalent at least.
Third, memory frequency is important.
3000 is retarded because most mobos don't even handle this frequency. Get 3200 instead.
Unless your planning on streaming your gaming or doing video editing high end content creation etc you really do not need an i9, your throwing away money really because that is going to play games no better than the top end i7 in all truth.
Like others have mentioned, no sense in the i9-9900 when you can get a Ryzen with more cores for and equally good performance for less. When you do other things like streaming, vidya editing and whatnot, those cores will really come in.

Why the fuck would you get a $200 GPU and $500 CPU for a gaming rig? If anything, those numbers should be flipped(unless you're also going to use it as a workstation for seriously CPU-heavy applications).

AMD has much more power for your money. Intel are very salty about it. Buy a decent AM4 motherboard like a Gigabyte and live with either a Ryzen 5 3xxx series or a Ryzen 7 2xxx series for now and upgrade it later on. Spend the extra shekels saved on Graphics and Ram. Can recommend HyperX ram having been using the same 8gb DDR3 since 2015 without a single fault from it. Even the current Ryzen 3 with Vega Gfx is sub £80 in bogland - you can't go wrong.
And yes RYZEN does work with Windows7 x64 with some extra work during install. Gigabyte still supply drivers for Win7.

Buy something in the range between ryzen 7 and 9 like a 3700x or a 3900/3950x. For gaming buy the one with the highest base clock among them.

I'm not really good at this... is the B360 aorus gaming wifi good for AAA games? Can I run games like Witcher 3, Resident Evil 2 remake and Assassins Creed Odyssey on ultra setting with no problems? Is so then what CPU should I use for it if the i9 is too much an overkill?
9600k/9400f if you insist on Intel(though I'd go for B450 motherboard with 3600 instead). Keeping everything else the same(you might want to get faster RAM if you go for Ryzen), that should leave you with enough money to get a 2070 super or 5700XT.
Here's my recommendation if you are looking for good price/performance for 3A and more.

Ok, so I get it, the CPU i9 is overkill now, but 5 years from now if I'm interested in playing newer games a weaker CPU won't really run them properly.

It's a financial mistake planing for the future tech wise. Been there done that. I mean back in the day 2500k was future proof but the way they make tinny improvements with every generation of cpu's now a days don't bother. Buying premium cpu's never pays off.
