There are some instances claiming the heads were completely conscious for up to and past 10 seconds. By conscious I mean actively looking around like "wtf just happened"

that's time to full ECG unconsciousness, as in no response to pain, lights out in the brain. it would probably be like when you stand up too fast and your vision closes in.

i'm surprised you've never had the feeling of a head rush. if you've ever smoked cigarettes, it's a similar feeling the first time.
orthostatic, or postural hypotension, happens because blood flow is temporarily interrupted to the brain. it's like how you can spin a bottle and keep the water in the bottom through centrifugal force. if you do a bunch of sit-ups, and then jump and stand up, you'd probably experience it. perhaps you just have a low resting blood pressure, though, so the relative drop from change in posture isn't enough to really notice.
No the head isn’t conscious, brain activity or pumping blood doesn’t imply consciousness. In all reality once your head is cut off you go into shock from the huge amount of loss in blood pressure, and you are almost instantly made unconscious from the separation of your brain from the spinal chord. You might as well be dear instantly when you are decapitated.

getting decapitated is one of the fastest ways to die for sure. short of getting vaporized in an explosion, or dying in your sleep. getting shot in the brain is probably as fast as an explosion, effectively instant.

that's sort of a weird question to ask. does it matter if you can't reverse it, and you'll be gone in seconds?
who knows. there's no way to know. no one can communicate that feeling. no one has been there and come back.
