It's more that the nostalgia driven manchild crowd didn't exist, and most reviewers were probably older people who were asked to review some movie based on a kids show they never heard of and didn't care about. Imagine being some kind of film critic who got into it in the 60's and wanted to review serious movies, then eventually things get to the point where your boss comes in and tells you to sit down and watch Teenage Mutant Ninja Turtles: The Movie. It's why every kid's movie that people remember from the 90's like Pokemon: The Movie have something like a ~30% in aggregate scores
