The books had some decent play-outs on this. The closer you get, the harder it is to maneuver to evade attacks or avoid attack situations. Ships have a lot of programmed evasion maneuvers with on-the-fly capabilities, and different systems work better against different defenses. If you have rail guns the projectiles are fast enough to be effective at range and you can take pot shots at ships until you can't fire anymore. Torpedoes can be used at range, but there's more of a chance for defenses to work against them. If all you have are PDCs, you have to get close or run away.
