Looks like an ingrown hair cyst to me. Quit trying to pop it, because it ain't going to pop and you could get an infection if it isn't already. They normally just go away on their own in time but if you've been fucking with it a lot, you might need to go to the doctor because it might be infected. It really shouldn't hurt that much.
