Why does it remain so easy to jump in the first place? Why not just put in a higher fence on top of the existing railing? The Harbour Bridge in Sydney added such a fence decades ago and the number of jumps went to basically zero (sometimes people still manage to climb through the superstructure of the bridge but it's rare and rather difficult)

There's a bunch of things you can do (or a jumper might accidentally/instinctively do) to change the numbers tho. Depending on how you fall your terminal velocity can vary wildly, and how you enter the water might make the difference between merely being injured and instantly dying.
