Technically, almost any rifle with a good barrel/receiver weld and a good bore can be coaxed to shoot a sub-MOA group. But the ammo has to be specifically created to work with the resonance of the barrel. All cantilevers vibrate and you need to get the bullet to exit at the top or bottom of the wave. A standard deviation of over 5 fps will start fucking accuracy on a 3000 fps muz vel. The bullets must exit at a near-identical velocity with a near identical acceleration profile.
So, sub-MOA is usually possible if you shoot an incredibly consistent load out of a constant temp. barrel.
Which is exactly how some manufacturers claim sub-MOA accuracy.
But change any of that, air temp, gun temp, cartridge temp, and everything changes.
The vibration characteristics of a barrel are determined by the modulus of elasticity, cross section, and length.
What's important here is that when you decrease the cross section or increase the length, the amplitude of the vibration will increase. The greater the amplitude, the harder it is to get a bullet to exit at the same point each time. A barrel such as yours will be flapping like a ribbon in the wind. And you seem to be shooting factory ammo which typically has a standard deviation closer to 50fps. That ain't shooting sub-MOA. Sorry to disappoint you, but it's basic engineering and you don't have a magic rifle.
For reference, here's what you can get out of a Shilen barrel with a tuned load (case size, neck runout, bullet weight, powder charge, neck sizing, etc.) held as consistently as practically possible.

It is no longer 1970, sub-MOA is not an impeccably high standard to reach anymore. Budget rifles like that Savage you posted and mid-range AR15s are sub-MOA capable.
