Yeah there is an organization that employs a lot of addicts trying to get clean that walk around and clean the streets, a lot of mentally ill/not so functional people as well.

They end up interacting with the parks workers a lot. Problem is most of them have done so many drugs that they arent all there anymore. Most of them barely do anything and just wander in circles all day. Cant really get them to actually clean much. The ones that do function still dont stick around for long.
