OK, Library is not ideal because people are there to be left alone generally. But the issue here is you're approaching in the wrong place. If you really want to work on your game you have to get good at "cold approaching" in places like supermarkets or bars (not loud like a club) or maybe outside of a club or at some event like an outdoor festival or a fair etc.
