At slow speeds entering water is not so bad, at high speeds water will react and apply a greater resistance of force, so jumping in feet first from a very high height will break your legs.

For example fill a basin or big container with water, slowly push your hand in - easy right?, try a bit faster - still a bit easy but a bit of resistance, now try it even faster - not so easy.

Going in arms and head first will more likely knock you out if your neck doesn't get broken first, which is why most drown from jumping into water at that height.

Before you say it, base jumping into water isn't that height.
