I'm not a professional but I think it might be mites.
I had a cat with the same thing. The scabs are probably due to scratching. It was a long time ago but i remember it was just a simple cleaning and shot, maybe some ear drops and it totally went away. Just bring the cat into a Vet, shouldnt be to expensive.
It looks like scabies. My dog had something similar. I urge you to go to the vet tho user. I understand money can be an issue. But it's always better safe than sorry. But look up scabies. The treatment for it is pretty practical.

It's Mites....a simple image search would confirm this.
It does not have to be a outdoor cat to get mites.
You need to take the cat to a professionally trained Vet to cure your cat. It wont get better on its own and could even lead to a deaf cat.

One of my cats had similar condition but with these kind of absecess all over her body and under her chin, it turns out it was autosomal dermatitis or smth like that.

Mite treatment is not expensive but it will only get worse if not treated and will spread to other pets.

Mine had similar when I first got her. Turned out she is badly allergic to fleas and her previous owner was letting her outside where she kept on picking them up. Couple of shots of steroids later, a new flea-free home and becoming an indoor cat, she got better pretty quickly
