Although steam Catapults seem cool they do have a number of drawbacks.
It's one more thing to fail/get jammed/go wrong.
Also it creates a great strain on the reactor/power plant.
I know we didn't go Nuclear because of cost but I think the catapult thing was decided on for different reasons.
Something else the Americans get upset about is the runway format. We invented it, Americans copied it and now we have reverted to something else . . .this does seem to piss them off a bit.

The ramp (ski jump) does away with the need for a catapult system which requires more manpower and expertise to use.
The catapult system can get more planes in the air faster, and does not require the entire runway to be clear.

Catapults mean you can launch heavier aircraft but they are more expensive in every way. Not an issue for the US because infinite monies for their defense budget but most other countries have trouble affording it.
Ramps are cheaper. Carriers which are flat and do not have a catapult are limited in terms of how heavy of an aircraft you can launch. You can put more fuel and weapons on a harrier taking off from the HMS Illustrious than a harrier taking off from any Wasp Class amphibous assault ship.
QE class not having catapults doesn´t really make a difference in the end of the day for Britain.

Generally carriers with ramps carry S/VTOL aircraft which can land vertically (hence no need for arrestor wire) but when fully loaded, S/VTOL craft either lack the thrust to take off vertically or are simply vastly more efficient using a short take-off; the ramp, in conjunction with the aircraft's own engines, minimises the length needed for such a take-off and does away with the need for a catapult to impart adequate velocity to produce enough lift for take-off. Because we use the S/VTOL F-35B, we use a ramp, but the design allows it to be converted to use cats and traps later.

If the purpose is to be able to have some air cover if fighting over some island many thousands of miles away (not just the Falklands, we have a dozen or so archipelagos and a bunch of them have some sort of territorial dispute, which is basically the only conventional war that's even half plausible in the vaguely near future where a carrier will be necessary) then a ramp will do fine.
If the purpose is to send off enough bombers to flatten any organised resistance of durkhastan for your invasion to go swimmingly, then you have a catapult.
