Mexicans are the least nationalistic group in the US. Their loyalty to this nation is just like their people's honor and integrity; zero. You can judge a people and their culture by taking a simple look at their homeland's government.
Blacks obviously can't even govern themselves. You cannot cure mexican nationalism. "Where there are mexicans, there is mexico". To them, it is not a country, but an identity, as tight as as that of even the most patriotic american for his state or country. To a mexican, "america" is white, and integration means turning america into more mexico. You will not break these ideas, they are stronger than any surrogate you might suggest
Blacks, on the other hand, have an identity that's rooted in non-conformity. Education fails when anti-authortarianism rules and learning is interpretted as a betrayal of self. It is only possible to change a man if it is within his nature to change.
There are no easy solutions. Only 4 I can think of that would succeed with any reliability, genocide, ethnic based deportation, insintivised eugenics, balkanization. The first two are impossible and unethical. The latter two are only distantly possible.
