You can have be a single mother, if you have your own property, and enough savings, otherwise you need to be in a civic partnership of sorts, earning enough collectively, etc.
Either way you will both require a good level of education and at least average iq.

You can pay no tax, but don't receive any nationally provided services like health care or any sort of benefits. Includes policing etc.
Basicly what I'm suggesting is a defining difference between a civilian and a citizen. A citizen has the right to vote, have children, healthcare, policing, etc. A civilian only has basic rights. You can obtain citizenship with military service, or academic testing.
Policing and the military are one, which is rigorous and provides extensive training, not just for numbers, more for home policing and lite skirmishes. Would hope to have a nuclear deterrent.
Only hard subjects are taught in education, with wholesome literature, and philosophy being exceptions (no art, or anything about as useless).
Government and it's services are held accountable by secret services, with the power of summary execution if national doctrine and promises to the nation are not kept. These are administrated by a secretary who is elected from the highest scoring citizens.
No religion. Would be purely secular, allowing practice only as example with study of history etc. Don't really care much about race differences. If there is a savage race like sand people they aren't likely to be alive for long nevermind ever become citizens.
