I think we're on the same page, but just to clarify: Either way, it doesn't matter. Nations don't take in the refugees of the country that they're fighting. It has never worked like that. And there's absolutely no good reason to take in random refugees from other places, that's just poor immigration policy. It'd be like the US taking in Mexicans/Guatamalans just because Mexico is a shithole.
