Sunlight doesn't help you absorb Vitamin D, it creates Vitamin D3 by way of chemical reaction that requires UV-Rays.
Hair will block to an extent a significant amount of UV-Rays no matter what colour. The colour of your T-shirt doesn't change the amount of sunlight hitting your skin either you dunce since it hits the fabric first.
