I have dealt with most of the large councils in Yorkshire and I wouldn't put any of them in charge of a raffle.
Bradford spent £650,000 on a printer system for computers that wouldn't run them, then left the printers in the street where they were rained on and ruined. Leeds city council spent nearly a million quid on a bridge that didn't go anywhere, and are currently digging up the road that goes from the east of the city to the centre to build a bike lane that no one uses. Sheffield forked out several million in redundancy payouts over the years and then re-employed the same people.
Anyone involved in any council is a fucking idiot and needs shooting in the face in front of their kids.
