My guess is they're developing AI.

It is. A lot of people just feel frustration that the investigators wont connect the dots and not appreciate how much effort this criminal has put into his crimes.

It's like an assassin getting rid of a bunch of powerful people which takes a lot of time and effort invested, knowing full well he won't get caught he will leave subtle hints that he was the one that killed these people, just for the appreciation of his craft.
