Possibly, but they've had some untapped potential. I don't think it's really possible to have a great life when you're raised by a single mom and have a culture that encourages drug use, violence, and anti-intellectualism. All the white trash I knew grew up into white trash. Some were even smart but ended up living in trailer parks shooting up heroin.
Also blacks are experiencing dysgenics where the dumbest reproduce because it is incentivized by our welfare system to have as many kids as possible. So the dumbest blacks are reproducing the most and passing on their dumb genes while the smart blacks have lower birthrates.

Of course there are. Hell, there was probably an Aboriginal with a higher IQ than Einstein once (OK maybe not that extreme). But you get the point. There is plenty of variation in populations, including areas such as intelligence. Even with much lower racial IQ averages, such as in African countries, there is enough variation to produce at least some highly intelligent individuals.
