It was either an outright scam, or Ja Rule didn't realise how much planning actually goes into a festival, and given more time it could have ended up as something approaching acceptable.

seems like a scam when you see all the luggage was hauled in a cargo container, not catalogued, and the food which cost extra was a cheese sandwich and a handful of salad
We had a similar event in Finland. Some heavy metal festival called Frozen something. It was organized by an 18 year old kid, he got a 200k something loan which his parents and relatives backed with their houses.
There was no heating, food, toilets. Most acts cancelled and almost no tickets were sold.
In the end he just ended up riding a limo around town with some semi-famous metal band.
