You guys are missing the whole point of this scene. Vince knows what he's doing. The set up and foreshadowing was there the whole time if you pay attention. Mike was asked by the vet if his dog was getting the attention it needed. Mike says yes but knows that's a lie. Mike feels bad because deep down he's an honest guy just like any other red blooded hired gun. To make up for it he goes through the whole ordeal with the drugs in the shoe so the drug dog can be a good boy and get his reward. Mike just loves dogs.
