When humans started riding them on shit like stone streets it became obvious that without man made horseshoes the normal hoof starts to crack, break, etc. which is extremely Painfull for the horse and can be fatal if it gets infected

that's not how evolution works. Evolution selects the traits by killing off "undesirables" via natural selection and enviromental factors. When nobody is being naturally selected then evolution can't take place. Because there is nothing to adapt to. Like how you never adapted to your mom being a race-mixing whore.
