Unironically for the exact same reason as countries like the US or Argentina moved towards grand Neo-classic buildings for their governments in the later half of the 19th century, to provide themselves with some symbolic varnish of tradition and legitimacy. Much of Africa is no less a product of colonialism than the Americas and just about as appropiate in any region which lacked traditions of monumental architecture.

Africa doesn't have to develop its own philosophy of science, much less alternative timeline type technology, to be independent in terms of ancestral tradition and East Asia's embrace of Western science is a good example of this.

Very few peoples in the world (Mesoamericans, Andeans) have independently developed civilization without the benefit of old world cultural transmision and at this point of history it would be wasteful to try and do so, this is on par with SJWs who believe the West should somehow act under the Star Trek prime directive and allow the Muslim world to, somehow independent of the West, go through its own version of the renaissance and the enlightenment, meaning we can't criticize their treatment of women for at least the next few centuries.

Most Angolans don't go to school or go to school long enough for it to really matter at all. Also they could've have used countless other styles or hell maybe make a building based off indigenous architecture with modern international/Portuguese influences

If you meant pictured it does look a bit generic tbqh, same as most of what I've been able to see from Asmara in a quick search, they have modernist architecture just like that in South America and we've even got some of the tamer stuff in North America. I get it why some people like it, IMHO it was never that good and aged badly but while it might work for a scenic residential neighbourhood or old commercial district it doesn't quite work as a city's hallmark style or for government buildings and this is what the Angolans may have been thinking of

Mate Angola was a Portuguese colony for over 400 years, according to the 2014 Angolan Census 41% of the population is catholic and 38% is protestant, 71.15% of the population aged 2+ spoke Portuguese at home and if we only take those aged 5+ the figure goes up to 78% and that doesn't include people that learnt Portuguese later in life, even a poll in 1995 in Luanda showed that 99% of Luandas were able to spoke Portuguese
