Yes, but Colombia and Chile get two teams in the 2nd Pre Stage while the other six countries get one team in 2nd Pre Stage and one in the 1st Pre Stage. That doesn't sound so drastic but the 1st Pre Stage was created after Mexico stepped out of the Libertadores, since it's six teams playing for the three places left by te mexican teams.
