They only appear on crests and full team stickers as far as I know. Crests have QR codes and the public short codes for everyone to use, full team stickers have single-use long codes.

Holy shit it just took me to open 1 pack to get all these memories back and got hooked back in. Literally such a comfy hobby, i've seen kids all in school still fervously trading them and opening packs, and a LOT of adults buying packs and trading for their own. This is literally an ageless tradition.

Seems as though the countries where it isn't as popular/team didn't qualify will be getting them later. Mid-april is what I'm hearing for here.
You could order a box off the FIFA webshop, or alternatively order off eBay (there's a few very reputable sticker sellers from Germany). I might order a box and a hardcover album from Belgium where it's already out.
