The view counter always stops at a low number when a video gets a lot of views in a short period of time. Has something to do with preventing botting. The view counter is also to some extend randomized.

Correct. Totally agree, buddy - but that's not what's occurring in this case. This particular number is violently schizophrenic - if you check the link, you'll notice that it's spinning out of control / generating a variety of new numbers several times per second. It's much more than just a delayed vote count, stuck on a single inaccurate number (which we've seen many times before)
