I think the idea is that he is so focused on the big picture that he doesn't ever really stop to help the little guy, however the writer framed this really poorly by making it about race. At least that is what I think it was supposed to be about, honestly I could be wrong since I never read GL and I have no idea what the social issues were when this issue came out. My guess is that it must have been during some sort of civil rights movement.
