Depends almost entirely on Superman. If he goes along, most of them go along (except Batman obviously). If he refuses, everyone refuses (except Captain Atom).

I think the world would be too scared to even try to impose their will on the Justice League.

Besides, in the New 52 the JL was already working with the UN, with Steve Trevor as their liaison. They just weren't being told what to do.

Your entire post is written based on their civilian identities, no one implicitly knows where the heroes are from. Superman has a house in Antarctica and Flash could be from anywhere on earth with white people. The "US citizens" argument holds no water.

The Justice League is half-Superteam, half-professional society, wherein the profession is superheroes.

The major issue is, of course, that two of their big seven are royalty of sovereign nations, and the others are all associated with American cities, to say nothing of the Green Lanterns often being US servicemen.

That said, they do understand the importance being held accountable for their behavior and not just being a rampaging group of fascists, even if their motivation is seemingly benevolent. Superman isn't just going to fly into Pyongyang, rip off the roof of Ryongsong and rape Kim Jong Un. He's not Miracleman.

And that's where the professional society half comes in, interacting with local governments and the UN to add legitimacy to their vigilante activities. Of course, it's not like other governments don't have their own teams of supers or superpowered black ops teams. But obviously it's in many governments' best interests to not reveal that hand and just let the biggest guns on Earth solve world-threatening issues.
