It could be, it would just take some serious work
The characters and world are there, but the story can't just be some random male lead following the roadmap of quests that leads to the end of the game. The fun of FNV is the choice of how you resolve quests, something that's entirely lost in a movie, so you'd need to do something else. It'd be pretty simple to adapt some of the individual DLCs or Vault storylines, it's just a matter of framing and setting the right sense of scale

They'd ruin it by adding too much characters

It's fairly straight forward if you cut most of the side quests and alternative choices.
Benny shoots him, goes out to revenge, learns about the world, discovers House's secret, hit low point when he gets imprisoned by the Legion, character defining moment when he encounters Benny and kills/spare him, gets free and helps NCR to victory
