I was going to say Brazil because I am hella cheap, but I guess I wouldn't have to pay the money-changers if I stayed in the EU. Plus there are very speedy trains up north and I could see a lot of countries (Benelux + Frace + Germany) during weekends. So either France or Germany, if close to the borders of those places.

American here and I'd go with Germany. Especially if you're under 21. Younger people all speak Germany, you can drink in public in most cities, has plenty of great party scenes, and German is a great language to learn. Plus, if you learn German you can study here for free, though they offer a fair amount of masters here that are entirely in English.
On top of that it's in the heart of Europe and would give a great chance to travel.
If this were to be for a Euro then I'd say the USA so long as they're old enough to drink (if that matters anyhow) since it'd be a chance to study a bit at an American Uni at the cost of a European one. This doesn't apply if you're English though since they also pay a fuck ton.
