Wasn't more because they were spread a little thin administrating their territories as it were? That, and it wasn't worth the effort of fending off hostile tribes with the paltry forces they had in that region? Additionally, I think any actual conquests made with a sizeable military force generally got rekt for various reasons.

The roman tactic of warfare was standardized for mideterannean terrain, big open fields.
The woods of germany proved to be too hostile of an enviroment for the roman army as they could not utilizie their normal marching formations.
When doing caravans through germanic grounds the army would split up into smaller lines of maybe 2-4 man widht instead of the usual ~10. The lines of soldiers were very long and communication between the caravan and the soldiers at the front was almost non existent.
The germanic tribes used this to their advantage by ambushing the trails and catching the romans off guard who could not use their trained military tactics, and the germanic tribes savagery in the midst of the chaos proved to be superior when roman soldiers could not properly set up.
If the germanic tribes were to have marched upon a roman settlement or a bigger hub the roman would have annihilated any man without breaking a sweat.
It's all about using your enviroment to your advantage and i suppose the romans overestimated themselves in this particular instance.

Roman tactic of warfare was absolutely pathetic in big open fields, where the glorious macedonian phalanx was dominating. Roman legions better suited for hills, forests. Reasons which led roman legions to domination in mediterranean was more social, economical, cultural, strategical, political and psychological. Legion was good because roman warriors were professional and vast in manpower.

Mostly because roman empire was pyramid, with soldiers expanding the land being paid with land. Since german land wasn't worth anything, expansion stalled.
