Honestly, the Russos and writers themselves have said multiple times that the Steve and Bucky relationship is a powerful love story that has many of the same beats as a traditional romance. Lost love and overcoming brainwashing and protecting somebody over all else. It's written as a romance without the kiss. It's not that much of a stretch to make it sexual.

Finds out dead best friend is actually being brainwashed by Hydra who is actually Shield, so Steve takes both organizations down. Steve drops the shield instead of fighting Bucky. Cap3: Bucky is framed for a bombing he didn't commit. Steve is determined to take him in alive since the orders are shoot to kill. Finds out it's all an elaborate plot, which ultimately leads to Stark finding out Bucky killed his parents. Defends Bucky against manlet rage. Drops his shield, because he no longer needs to be Captain America. He finally completed his mission from 70 years ago. He's finally rescued Bucky.

It started with TWS because before that no one gave a shit about Bucky, but once he became a well chiseled poor tortured tragic guy who wears black all the ladies dropped their panties and fags got insta boners.
