I think part of the reason "The Dover Boys" works so well is that you don't even really need to know it was parodying "The Rover Boys" books - it's just an over the top parody that's funny in its own right, like the movie "Airplane!".

A lot of the jokes are really fast and absurd which is why people say it has a modern feel, stuff like Mel Blanc screaming "NO ONE WILL EVER KNOW!" is just funny in delivery which is subjective I suppose. I don't know, if you think silly cartoons are funny this is one of the best

It certainly genius how they made things work even when several parts would have somewhat limited animation, like the Dovers riding their bikes with only their legs and the wheels moving.
