Well you'd need to be way more specific as to the criteria for "best".

But what pops into my head immediately is the party scene in Wayne's penthouse in TDK when you first realize the Joker is telling his "how I got these scars" story and you start to tune out just a little bit. Then that second when you realize he's telling a completely different fucking story and then the enormity of that fact. That is the exact moment it becomes clear that this Joker is a match to Batman.
