That's not really the case, it's actually a funny story. The Islamic world was at parity with Europe in economic and scientific progress during the middle ages, and roughly on par in terms of civil liberties. It didn't keep up in the coming centuries, but it wasn't outright bad. The current brand of backwards theocratic extremism that most people think of when they think of Islam didn't really start until the late 1700's when the Salafist sect was de facto put into power over the greater Islamic culture when the Saudis conquered Arabia. And the Jihadi movement (with the targeting of civilians and all that) is even more recent, a further expression of Salafist belief that evolved in the 1950's.
The truth about the Muslim world is even scarier and sadder than "they've been stuck in the medieval era". It's "they progressed normally and wholesale reverted to the medieval era in a relatively short period of time".

The only difference really is the culture of "moving up the social ladder". East Asian culture like the Chinese, Japanese, and Koreans, and even the Poos in the Loos emphasize education or talent to move up the social ladder. Western European is the idea of "self-determination" to move up the social ladder.
