Is 12 Chicago? The black building and the water seems familiar.

1 could be Kansas City as a guess because of the large nearby river which I'm guessing is the Mississippi.
3 could be Boston as a guess because of the waterfront.
5 is definitely San Francisco.
6 could be Pittsburgh as a guess because of the vegetation and riverbend.
7 could be Quebec City as a guess because of the climate and the weather in the back.
8 is definitely Detroit.
9 looks familiar from the river course, is it Calgary?
12 is definitely Chicago.

I started randomly googling large US cities to find 11, including obscure ones like Charlotte or Raleigh, and I accidentally found 4 in the process, but I still can't figure out what 11 is. Obviously it's at a body of water in a seemingly flat terrain and mild climate, but it's not Houston, Jacksonville or San Diego. What else can it be?
