In the climax of the movie Red Scull wanted to effectively destroy the world rather than rule it so it's not hard to see that why Zola might renounce him as not true HYDRA. This is my interpretation.

That has been the core tenet of HYDRA even in the comics just not laid out explicitly as much with all the emphasis on superterrorism.
