I'm a little confused, as the Decade TPB I thought was supposed to contain 4 volumes (vs Marvel's which had only three). I assume this new one in the OP is not included in the Decade TPB, what is the extra volume it contains? A prequel?

There were so far only 3 issues to Sky Doll, plus a bunch of other side-story books that fleshed out the world and the past of Noa (about 6 of them).
That 4th volume you are thinking of might have been issue 0 which is basically 8 pages story about Noa becoming online for the first time and escaping from the doll factory.
