If it wasn't for all the government restrictions of booze, like all the alcohol sold in Finland being owned by the government, and the inability to buy alcohol past certain hours, Finland would devolve straight into indian casino reservation.
This makes it easy for smuggler to make a buck by traveling to Estonia, buying their shit there, and sell it in Finland.
