The peace terms she receives from Tyrion include a Jaime/Sansa exchange, and she made sure to ask Cleos if Tyrion swore of the terms of the exchange in public views ( so if he didn't send her Sansa upon getting Jaime back everyone who know him for an oathbreaker or at least untrustworthy person ).

It was still unbelievably retarded to send Jaime away just for that, but she didn't send him for his (jaime)'s word, but for Tyrion's.

Jon could or could not save the world, Stannis could or could not save the world, [insert whoever you think is AA/TPTWP/The last hero] could or could not save the world, but if any of those do, it has nothing to do with prophecies. At best they learned/will learn about a prophecy and then do what they think they need to do to fullfill it, and THIS is why the prophecy will be confirmed true; Because men did things. This. Varys knows about 7 or 8 of them IIRC, and no one knows anymore than Varys on that. Even if some spymaster had been intersted in Robert from the very beginning, how the hell would he even do that? Hang around the battlefields and everytime Robert fucked someone, he would plant a man around her to see if she was pregnant? And then find out if she ever fucked anyone else around the same time? This would logistically impossible for ANYONE.

Someone with a thousand men at his disposal and all the wealth in westeros could not know how many bastards robert had. He could set a cap on the number ( numbers of girls he fucked, + twins and stuff ) but what if one of the girl had a kid from someone else? He would've need to spy on the girl BEFORE robert fucked her, which is impossible unless he was spying on every girl in westeros.

The only reason people believe 16 is because Cersei believes it too, but she has no reason too because 'the witch said so!'.
