I think its a big deal base on what I heard. Its their version of Catholic "All Souls" day except instead of being somber and funerary its more colorful (rainbows) thanks to Latino spirit and traditions.

In some parts of the country more than others, but most people celebrate it in some way since it's a national holiday. Don't get the wrong idea from looking at pictures of parades and people with costumes, it's not exactly a party, but more of a family thing. Most people celebrate it by just putting an offering at their house and/or going to the cemetery.
Parades are a common thing in some states, but what you see in that pic is a recent thing in Mexico City started by the James Bond movie Spectre which the goverment took as an oportunity for tourism and revitalize interest on the holiday since it was losing ground to halloween.

The official federal holiday used to be 1st and 2nd but the previous president changed it and now most people only get the 2nd. The preparations are made before november starts, so it's technically celebrated for around a week with the 2nd being the main day.
I don't know about other states but Mexico City has plenty of Day of the Dead related events through half of november and part of October.

As I said, parades are common in some parts of the country, it's just new in Mexico City.
So in some parts of Mexico people have been celebrating Day of the Dead with offerings and parades, but offerings/cemetery are the main aspect in most places.
November 2nd is the official holiday, but that doesn't mean everything takes place on that day, again as I mentioned it's technically celebrated for around a week because of preparations.
