I'd say it's about equal unless you plan to flank every opponent. That's just not possible all the time, especially in games like csgo, eventually you'll get into a cqc gunfight and your mouse skills need to be better than your opponent's.

Yeah, but I think you can apply the same concept in fps games also. I've been playing cs1.6 recently and the good players generally have better aim pre-positioning and avoid getting in bad situations. I can get about twice as much kills as deaths and only get owned by the one or two russian guys, however there is no ranking system I know of.
I watched some youtube videos on how to aim so maybe that helped.
