We don't know exactly how things go here. Peridot's line could have been about Diamonds in general controlling all the force of Homeworld, or it could have meant Yellow Diamond specifically, it wasn't clear. It could also just as easily be that all the diamonds have expendable rubies and varied quartz soldiers at their disposal.
