They've went out to established that the other dogs can speak better and Shaggy trained them to respect Scooby...both moreso traits of Scrappy than Dum etc.

I swear this article used to have more information, saying the first 'arc' was dealing with Scrappy leading the gang of mutant mutts as they tried to escape the facility.
