Probably because if it were a main character there would be a slippery slope where creators of the show would feel they could get away with more sexualization or borderline fanservice because its a non human character. Or because people would complain that a cartoon character that isn't a person is too sexy.
It's like how Lola Bunny's sexiness has been scaled back in every subsequent appearance and how many shows don't draw cleavage on anyone except adults. Companies don't want anyone misunderstanding who is sexy because normal people can get uncomfortable when presented with something like Smurfette and Cheetara.
