Well at least here's a bump for you OP. I must say big reason I read this run was for Quitely's art and that's not even that good here.
Millar probably thought point of Authority was narcissistic heroes doing edgy thing. Best run after Ennis is definitely Authority Revolution

Maybe I'm not as well read as I should be, but it seems like it's an archetype that's specific to these sorts of deconstructions, you know? Like, "superheroes are assholes" type deconstructions. Shouldn't they be using ones from non-satirical works?

it's the nature of deconstructions. They're going to resemble the works they're deconstructing, and capes have these archetypal figures, so it follows that cape deconstructions will eventually give rise to their own archetypes
