To my mind he's an authoritarian Russian nationalist; deeply patriotic; highly suspicious of though not outright hostile to the West. I doubt he'd welcome WW3, the risk to Russia would be much too great. He appears fearful of NATO encroachment, and is reacting as almost all Strongmen/Leaders do in such situations- project strength.
