Why is Kaliningrad green

No idea, it's strange that russia and kaliningrad are not the same colour. Something geographical?

Probably made by an American

Should we then assume that the map in guestion represents the state of american education system?

Also, the Baltic islands are coloured white, like Morocco and Algeria. Kosovo is coloured different from the rest of Serbia and East Thrace is coloured different from the rest of Turkey.
It's a strange map.

Hungary>Slovakia>Poland>Portugal=??
What would Hungary have that separates it by three tiers from Portugal?

Genuinely no idea, if this isn't a meme I'd really want to know what it represents.

Poland and Russia being the same but Kaliningrad different.
Random islands not colored in make me feel like you just did the colors at random.
Portugal meme is on point as usual, a random bit of Turkey colored one way and the larger bit another way.
Balkans similar, yet a little bit different.

And what about East Thrace? What is the significance there?
